After researching ground planes, the consensus seems to be that the ground plane should ideally consist of four radial elements, angled down at 45°, and the same length as the antenna. That seems a bit long. I checked out some ¼ " stainless steel rod, and 9 ft of it droops a lot, not to mention the $76 price.

Try improving your CB antennas first. 1/4 wave vertical is 102" (8.5 feet), so your 3' antenna is a compromise to make it easier to fit on vehicles.
